Revs Hanging

Hello all, Been a while since I posted here last as been doing long shifts at my new job so been working sleeping working agian, finally got chance today to get on the bike.
I fitted new carb rubbers, used the origional carb clamps as i found the new clamps i had (jebilee clips) were not sealing the rubbers correct. I then reset the float heights after about 10 attemps so i knew they were perfect.
I have now got the airbox on, air filter and top on and started her up.
It took a small amount of choke to start her (been sat for about 3 weeks unstared and in bits) and then i took the choke off and she ran lumpy but stayed running unlike previously where she would die after about 1/2 a min of idling and coughing.
The thing is tho, the revs are still hanging from 4000 to 2000 rpm but no where else on the rev range.
I have yet to take her on the road to see if there is any difference to this and also the misfire under load issue that i had with her.
Could anyone suggest anything to look out for before i put the tank on and go out on a ride too test her out again.
