on hills, i must shift down to the lowest two gears to get up hills. If in higher gears, the engine will drag and lose power. Would someone please point me in the direction to correct this issue. Thank you

Does it feel knackered all the time? Is it restricted to 33bhp

it pushes around very easily, nothing seems restricted. It does seem to sputter some at low speeds and following hills.

would it help any if i said I have know idea about this bike. Not even sure what a restrictor is. I just know that it is kind of annoying to have to downshift to first on nearly all hills. If this is normal, i get it. But could this really be normal. Anybody with any other ideas? thank you

It is not normal. But we don't have enough to go on to tell you what is wrong with it. Something is wrong with the engine or carbs, but no idea what.
