Clicking discs

I have have tried to find and eliminate a strange clicking nosie from the front of my NC29.
If the front brake is applied and the bike is stationary and the forks are pushed down there is a click from the front end.
After much head scratching ( rebuilt headstock - forks - brakes ) I have found that the front discs are moving radially ( as in the direction of the wheel ) about 1/2 mm, the carrier stays still and the disc can be seen moving only slighty when the front wheel is locked on with the brake.
The bobbins on the discs seem to be tight, but you can twist them around using a screwdriver but not by finger.
Is this right - the bike has not had an MOT for 2 years so was hoping to take it next week.
Dont want to splash out on a new set of disc, as well as everything else.
I have only tried one side of the wheel as I removed the left caliper to try and find out which side was causing the problem - it may be both but Im finished tinkering for the night.
