Fuelling problem

Hey all,
My Bandit4 has been standing unused for a while, but the time has now come to sell it!
Once I cleaned the carbs and change the plugs, it started ok and tick over is good, but it's not revving nicely from about 4000rpm; it develops a 'lump' around there on wider opened throttle (approx 20%), but when I close it a tad it seems to clear and the revs pick up nicely from then on; as soon as I open the throttle a bit more though, the 'lump' comes back!
I've removed the K&N filter which was on there and replaced it with a foam type which came with it originally; could this be causing the problem?
Pilot screws are set at 1 3/4 turns from fully in and the needles have the clips on the second position from top; I had the clips on the 3rd position, but that didn't make much difference.
Any tips on what to try next?
