Vacuum hose on No1 Cylinder? (nc30)

While doing some spring cleaning on my NC30 I removed the carbs and have discovered a vacuum pipe (about 3mm diameter) coming from No1 cylinder inlet that wasnt connected to anything. After nosing around I found a broken T-piece on another vacuum pipe (about 8mm diameter) that matches the diameter of the one from cylinder No1. Problem is that one end of the second pipe runs to where the starter solenoid is situated and just hangs in the air. Could someone please identify this for me and tell me where its supposed to be connected

They are supposed to be blocked. Only vacuum take off as standard is on no3 cylinder

This might be an old balance pipe set that has been blanked off rather than removed as the previous owner would rather keep them in place than remove them.

its a strange one cause the pipe it connects to runs from the starter relay (close to coolant overflow) down between the cyclinder heads and down the left hand side to where it teminates. it has obviously been a drain plug for something but why someone has connected it to cylinder No1 inlet and left both ends open is beyond me. i have had no response from previous owner so im just removing pipe and sealling vacuum tap. maybe i'l need less choke starting it now.
