Just came across the thread, the seller is a friend of mine. I know it's an old thread but nonetheless.

The exhaust is right for a 24 but the rear wheel and reg plate isn't

I've seen a few others on Google as well - supposedly NC24 but with single bolt rear wheel and plates post 1989.

Thats a plastic cap that goes in the hole.. it pops out to reveal the 4 nuts... optional extra for a couple of thousand yen.

seem to fetch £60+ on ebay too

I had a few.. not sure if i've got any left.

And it was probably registered wrong.. they stopped making them in 88. I've seen them on J plates etc.
