33bhp Restriction

I'm sure this question gets asked constantly, so I apologize in advance...
I'm riding an NC30 that's unrestricted, and I'm restricted for another (long, long, very long) 23 months. I know chances are slim of ever being found out, but to be honest I've heard the bike still pulls fine even when restricted - so long as it's still nippy then I don't mind! Anyway, fuck paying around £150 - £200 for a few washers and a piece of paper, the law states "33bhp" and not "restricted by FI International fitters" etc.
What's the difference (performance and feel wise) between carb washers and a throttle stop. I know obviously the throttle stop will just be like halving the throttle's travel. Would carb washers bog the bike down when highly revved or make it a pain to ride? Throttle body seems more convenient and like it would affect the bike less, plus it seems easier.
Also, the throttle stop/pin - does that go in the actual throttle housing, or somewhere round the carbs? And finally, where the hell can you find a throttle stop kit, or is it a not-too-hard DIY jobby?
