Starting problems

Looking for a little help, Its a dreaded carbs question, and i know its going to need o'rings etc but need to clarify something. 88' GK73A .
The bike does start after a a few attempts, it runs on idle after fidling with the idle screw and will idle up to 9000rpm if the screw is fiddled with some more, however, when when the throttle is blipped it cuts out.
I took the Carbs off last night and found that the intakes 1-3 had petrol around the rims, number 4 was completely dry.
I put in new plugs last week and it seems to be fine at idle, when it does it starts. I'm thinking that the carbs are flooding with the attempts to start it, but not sure why three of the 4 inlets are wet and one dry. Would the O'rings cause this to happen.
Any insight would help massively.
