Leaky Fuel Tap

A big hello to one and all... I'm a new member returning to the 400 scene after a 10 year absence and really pleased to be returning on a classic

Unfortunatly she is showing signs of her age and I'm entering into owning her in the full knowledge of having to do some work to bring her back to her former glory. Her engine is sweet as a nut (will youtube her when she's closer to back on the road) the rear sub frame needs some patches of rust sorting and a respray, all the fluids will be done, with an overhaul of the brakes etc etc. But I do have one issue I would appreciate some advice on.
So to the problem.... she looks to have had a leak for a while as there is discolouration under the tap and the paint is affected.

Also someone has had a go at the screw holding the cap on..

The leak appears to manifest through the tap end, there are no signs of leaking underneath the tank.
Therfore 2 questions really.. ANy ideas if this is just a rubber gone behind the tap? (I currently can't unscrew the tap to see behind,which leads to my second question)
If I can't undo the screw am I going to have to get the drill out? I'm open to ideas
