No offence but are you using it right?
What meter do you have as my cheap £3.99 aldi meter will read all of those?
Eitherway... 19v @ 4000 rpm is way too high, thats destroying the battery (and also means your reg/rec is
no good / dead

)
Your battery is also likely toasted, as 19v will boil the battery and sulphate the plates. If it was a new r/r unit (dont ever buy a Honda one, there over-priced and useless!)
For £25 you can get a for all purposes bulletproof 2nd hand GSX-R600 R/R unit that doens't take 5 mins to fit :-)
I'd say you have genny problems too.
Test the genny first... Set the multimeter to Resistance (Ohms).. the smallest setting if its a manual select meter...
This is going to be 200 on the Ohms (Ω) scale.
Unplug the genny from the R/R and put one of the probes to a yellow wire and the other wire to earth.. your multimeter shouldn't give you a reading at all, do this with each of the yellow wires.
Providing you don't get any readings on the first step connect one lead to one yellow wire and the other lead to another yellow wire.. you shuold have a reading of between 0.1 - 1.0 ohms.. (on cheap meteres this is likely to be between 0.1 - 1.6 ohms) anything more and your genny is shagged.
Repeat this test between all combinations of yellow wires.
If it passes this test time to start the bike (with reg/rec still unplugged) and set your multimeter to AC voltage (AC~) as seen in the top right of the picture.. 200 will do (can be 250 on some meters)
Between each of the yellow wires @ 5000rpm you should have around 50v, repeat this with the other combinations of wires... all the readings should be very close to each other.
Try those and see how you get on... if it passes them all, it's quite likely the genny is ok (however it can still be knackered)
Often, putting a new R/R on with a knackered battery will kill a reg/rec.. it is always best to ensure battery is good / less than 2 years old to put the least stress on the reg/rec.
If the genny has gone, it's gonna be new genny / new R/R and new battery... get an R6 reg/rec unit :-)
