Brake Lights Prob

My brake lights don't work. Rear lights are fine but nothing when either the brake lever/pedal is pressed. I am missing one indicator at the moment (completely removed from the bike) and I am hoping that's the reason why they're not working. Although, common sense tells me otherwise.
What I have done so far...
Checked bulbs (back lights work fine and both filaments look healthy)
Checked fuses
Checked continuity of front switch (there is continuity when front brake lever is pressed in)
Checked voltage is present at rear light
Checked voltage is present at wires that connect to front brake light lever switch (although both appear to be live
I connected multimeter to earth and then the probe to each crimp terminal on turn and they both displayed 11 odd volts)
Checked voltage at rear block connector
Checked continuity at rear brake switch (appears continuous . Seems to make no difference whether I depress the pedal or not, there is continuity there)
Any ideas?
Really just starting to learn about electrics so things like wiring diagrams while useful still frickin' baffle me.
