Nc24 has become hard to start-why??

my '86 Nc24 has become hard to start on the button and i cant work out whats wrong. Any ideas would be welcome please.
It bump starts easy enough but wont have it on the button. Tryed full choke, no choke, little bit of choke and full moon etc etc. During attempting to start on the button the electronic gauges' needles jump about and generally freak out. Anybody recognise whats happening?
new battery. reads 13v (when running) across terminals, turns over quickly from the button, fuel fresh, temper fraying!
