well okay. soo my carb settings are as follow. 118/120 jetts, diaphrasm inscreased to 2.5mm from 2mm. carb needles been raised by 0.5mm. and the pilot screw settings are at 2.25 turns in this was all done via cmmos DIY carb jetting guide. if i increased the pilot screw, would that make it more leaner? my exhaust is a TSR Half-System, i can assure there is no fuel leakage as ive checked everything and everywhere. including the carbs, carb rubbers, the fuel tank hose no splits no cracks.

No pilots are for the airfuel mixture at idle as the butterflies are practically shut.
If your worried its rich drop a shim on the needle it wont hurt, i have none in mine and im even going to be fitting factory pro needles so so i can drop them further.

Erm, your still not listening properly or trrying to thing logically but still trying to cure the symptoms.
Firstly.. for petrol to come out the exhast like a spray, you have you throw enough of it throught the engine that it doesnt burn and makes it out of the exhaust, this I really dont think is right.
It is most likely just condensation, don't forget it will smell petrol like as you are burning petrol in your engine, combined with soot and crap in the exhaust it will feel sticky... it can take a good long ride for a bike to burn out all the condensation as it will be in the oil too.
The running rich part, I can't believe there are no dyno's around your place, have you actually looked?
Did you test the CDI yet?
Unless you have some other problems Cammo's guide is right for most bikes. So I wouldn't worry too much about the jetting yet.
I do remember you had a leaky float that was filling the engine with petrol, if it is still running overly rich then it could be this still leaking. You had petrol go in the oil, could still be some vapors in the engine that need burning off, or that the carb has leaked again and you have petrol in the oil.
Before you do anything, take it for a good ride, at least an hour, no need to thrash it just get it nice and warmed up and bring it back and see how it is running, perhaps you are just over-reacting.

Listen to Neo, stop changing things and fiddling. Ride it for a prolonged period and see how it feel. Strikes me you have changed so many variables with the carbs and everything else that its way out.
118f 120r sounds to me a bit lean for a free flowing Tsr system just my thought.

got a small running issue in the mornings, the bike seems to struggle to run properly for the first 1-2 minutes of riding the bike, then it sorts itself out. here what i am experiencing, the bike starts perfectly, idle very nice, when i try to ride it, its running on two cylinders and the other two are backfiring a lot, and i can feel the bike is wanting to get full power because the backfiring two cylinders starts to gradually work and the bike gets a minor boost constantly, and then it gets the full grip and goes on full power, untill i start it again in the morning. this ONLY happens in the mornings, every other time i ride it, its perfect. not sure if im explaining it properly. ive spoken to porndog about this he mentioned it could be small condensated water, and nothing to worry about. but it feels a lot worse to me. any ideas?

Leaky needle valve? Try closing the fuel tap in the evening and running the engine for a minute with a closed tap before tucking it in for the night.

As above, one or more of your carbs could be flooding any leaking into the engine.
The bike will be a bit rough until it is warmed up anyway, all old carb bikes are.
Here is a test you can do to isolate carbs.
0. Run the bike for a while until it is ok running.
1. Remove the fuel tank if you think the tap might be leaking / dripping as this will void the test, if not put it to off.
2. Attach a small rubber hose to the drain spout on each carb, or just stick a rag under there if your not too fussed about the smell of petrol for a while, then drain each carb by opening the drain screw on the float bowl (obiosuly no need to remove carbs or anything, just take off side panel)
3. now your carbs will have no fuel, so leave the bike overnight but dont forget to tighten the drain screws.
4. the next morning put the tap on, crank the bike for 3 or four seconds (full choke / no throttle) then wait 2 minues (use a watch..) to allow the floats to fill.
5. then crank it once again and it should fire up. go for a ride and see how it is.
