Take the headstock to your local engineering firm, explain to them you're skint and would much appreciate their help in removing the shagged lower bearing. 99 times out of 100, they'll help no problem. Try Gordon Leitch, the fork truck dealer on Henderson Drive on the Longman Industrial Estate, and tell them Jim from Norco in Aberdeen suggested you might be able to help. If you get a new lower bearing and take it with you, they'll probably press the new one on for you too.
Don't half-arse the job, cos it just isn't worth it.

its not the lower bearing im having trouble with. its the lower bearing inner race, the bearing is out. its the inner race thats stuck. and my question is. if i did get the inner race out. where can i buy a replacement, as the inner race on it right now is broken and dented so i will not be able to reuse it if i take it out. thats my problem... not being able to find another inner race to use.

I think I understand some confusion here.
The part that is on the stem is ment to be part of the lower bearing , your new one will come complete as one part and the bearing cup which sits in the frame is another separate part.

This thread is pretty frustrating. You have very experienced members giving you the right advice yet you are choosing to ignore it!?
Whatever bearings you have ordered, I would cancel them. Order the full set of needle bearings from Wemoto for about 27 quid. You really MUST change the bearings and race as a set. They wear together and if there is damage to the race, then there is likely damage to the bearing as well; even if you can't see it. I would guess that you would also need to replace the seals that shroud the races as well. If salt and road grime have gotten inside and have rusted the hell out of your bearings, then the seals aren't doing their job either.
Removing the old lower inner race from the yoke is a PITA if you don't have the right equipment. There are a few ways to do it, but as other have pointed out, I would advise dropping the yoke and new race off at an engineers or bike shop to remove the old one and fit the new one. It takes 10 mins to do. and if you're lucky, they might even do it for nothing.

ahh okay, so the bearing will come with that part. good, i was just getting confused, cause that part stayed on there when i removed the bearing which annoyed me. and made me wonder where i could get a replacement, i thought the races were bought separately. but nevermind, now i get it .
