As DM has said your balancing is wrong and to blame for this, if you have vaccum gauges then these will be fine, you don't need to do the drill bit.
Your balance screws have been screwed in TOO much causing one or more of the carbs to stay open.
Start again by loosing the 3 balance screws (dont take them out just loose them off so they are not opening the butterflys on any carb and then screw them in a little just so they make contact.
Your carb number 2 (front left) is the balance carb, its not adjustable, you adjust the other 3 to match it, be aware, adjusting the other carbs will change overall balance so dont be surprised if you have to re-adjust the screws a few times.
once you have the balance screws reset you wil find it closes properly back to the idle adjuster.
knock the idle adjuster up a bit to compenesate for loosing the high idle of the balance screws.
Get the engine runnign with the gagues connected, once its warm set the idle to around 1500 and balance them, if your fan comes on kill the engine and wait for it to cool down.
You shouldnt need to screw the screws too much..
