as magg has said, any reading to earth from the stator is a bad sign.
your voltages look a little low too and your reistance for the stator coils looks a little high.
time to get the side cover off and do an inspection of the genny itself, from the readings it sounds toasted, could be the wires have got too hot and melted shorting to earth etc.
yes your connection from the genny to the reg/rec must be re-done with solder.
probbaly have to get a new genny first.
battery also sounds really knackered too, is it old?
start with a new battery / genny and reg/rec. ensure all connections are good and keep the battery fully charged when not using for more than a week or so.
