I have that magazine somewhere and cannot remember what it is.
From memory (excuse my memory is poor)
That day was some kind of exhibition riding, there were many different types / categories of riding different cc classes of bikes
The 400/250 was one of the last ones and not meant to be 'competitive' but more like exhibition / demonstration of bikes and they were both very tired from the whole day of riding many bikes.
Whitham / Foggy became involved in the battle between the 400/250 which we see in the video.
Foggy said he really like the NC30 and that the two of them got a bit carried away 'playing', he felt that the biggest let down of the bike was that the pegs are far too low and the excessive scraping was what stopped him from leaning the bike more in the corners, I believe maybe he said the suspension was a little soft too... but perhaps it is a K model bike.
The Japanese video riders also mention that the footpegs are in a low position and they scrape too easily... so it is easy to see why Foggy would say the same thing.
Hopefully somebody can find the magazine.
