The rubber needle and brass seating are beneath the plastic float that closes it.
Push out the steel retaining pin from the float.

I don't understand this tap overflow pipe thing, or do you mean carb overflow?

The tap forward spout is the vacuum inlet, the facing down one the breather to allow the diaphragm to move.
There should be no fuel in either, if there is and the hose is connected, then fuel will run straight into the inlet port on number 3 pot.

right nice one cleaning needle now the tap has to small pipe connections one at bake vacuum and one at side fuel comes out side one when vacuum on and thanks

Sorry, forgot NC24 not NC30, so connexion points are different.

However, fuel should only flow from the large hose going to the carbs, from no where else.

If tap appears to be working OK, if left overnight switched "off" with a jar under the outlet, you will see if it is seeping, which could be the original trouble, unless of course fuel really is pouring from the breather spout, if there is one on that type of tap.

right nice one just turned tank to on off bike no fuel coming out so thinking if float was jamed open would this cause back pressure on fuel pipe makeing it come out side pipe on tap

The needle valve will have no affect on the tap.
I still don't understand if fuel was flowing out from other than the main outlet to the carbs or not. What is the side pipe.

What do you mean by jet slits?
The pilot screw heads? they are set the same number of turns out.
All jets are screwed fully in.

I find it difficult to carry on reading the text to be honest.

The crack, as I see it, is that the bike is leaking from the tap? It is not just having a leak from the carbs, is it?

That is what I though initially but I am unable to interpret the evidence, as the terminology baffles me.

im sorry but im dyslexic and im trying my best write so you can understand
the main fuel line is the big pipe yes then there the one an the back of tap vacuum
but there is also another small off shout that is spitting petrol out same size as vacuum pipe connectionbut no pipe there
fuel tank is off bike and i turned it to on and res no fuel came out so that means tap is ok dosent it
the slits were the jets is the pilot screw head what the jet is in
also from liverpool and write how i speak sometimes just trying to figure things out and learn thats all
had a gsxr600 99 last bike robed tho never worked on it because was to complicated i thought so trying to learn
on this old vfr thank you for your help again you have helped

think i know the carb abit now one pilot screw is further out than others
but not sure what they should be at is it two turns out from tight
also do the emulsion tubes be all the way in so i can take them out
