those forks on it look like paioli (think thats how you spell it) from a laverda

At first I wanted to say mk1 fireblade forks, but they have a slightly different caliper bracket

Oh I don't know, in the current economic climate, I think that bike may garner quite a few admirers - I hear the MOD are short of a few aircraft carriers........

The forks look like Paioli from a Bimota, possibly SB6 or YB9SR
Not exactly a common front end to find...

Not sure of the build details of this bike, but my 996SPS motor was incredibly smooth with tremendous punch, so it must be amazing to ride a "400" that shifts in that way.
I never did like the Ducati slow steering.
