So the issue is with the barrel and not the lock as it should engage the lock with the wheel pointed in any position. A bit of 3-in-1 oil down there with the key in and give it a few turns. DO NOT USE WD40. WD40 will dry up the barrell after a few days and you'll be in the same place again whereas 3-in-1 is an oil to lubricate the pins.

is this taken on full lock?
you can see the hole in the headstock that the steeringlock bar thingy goes ito but the steering lock looks miles away from it.
Also, is the clutch cable getting in the way?

my laptops being rubbish and refusing to open the photo in paint to edit it.
On the pic, just above the cross of the clutch cable and the wires coming out of the bottom of the lock, there is a rectangular bit in the headstock. as far as im aware, there is a bar bit that comes out of the lock and it locates in this rectangular hole.
at a guess, if you try and put the lock on with the steering straight on, you will see the bar bit coming out of the lock, the reason it wont fully lock is that its hitting the headstock rather than the rectangular hole.
So, basically, the thing you need to work out is why the steering wont go round far enough to allow the bar to go into the rectangular hole. the stops for the steering lock are on the bottom yoke and the ignition barrel and steering lock are on the top yoke. it could be that there is misalignment of them so the top yoke isnt being allowed to move over far enough.
Hopefully that makes some sense!
obviously if im talking rubbish someone will correct me.

Regardless of where the wheel is pointing you should still be able to engage the steering lock pin. Point the wheel to the right in the opposite direction to where you'd normally have the steering lock, if the key doesn't turn into the 'LOCK' position then the issue is with the barrell.
