Negative .... power at the pump does in no way mean the relay is switching correctly to purge the pump. There is a test procceedure for the relay but no repair advice at all (its not servicable) .
The pump has a test procceedure for delivery volume etc and a repair advice.
If there is power to the correct wire when cranking then you are correct but just static power to the pump is not enough.

had the pump changed and its running fine now feels a little more responsive than before so maybe it was going for a while
