Hi, could you gently warm the wheel up with a blow torch or heat gun? Have you tried hitting the inside of the hub with a drift, from the right just to see it will shock off like flywheels do if you get me drift (sorry for the pun)?

I had a similar thing after mine was powder coated, 20 mins whacking with a massive hammer and a block of wood and it finally popped off. promptly got the dremel out and cleaned up the wheel (it was the 4 holes where the little point pins go in where it was getting stuck) and now it pops on and off with no drama.
