Theres a hole in the top of the bottle for the air to get out yep?
It'll only take petrol when it's running, once the carbs have filled up with fuel they shut off until the fuel is low.
Hang your bottle up or support it with something so your hands are free.
The float bowls (bottom of the carbs) have little drain screws on them.. if you open one (no need to remove the carbs.. just a long screwdriver... have a jar or rag handy) petrol should flow out.. it will then drain from the bottle.
Try all 4 carbs.. the floats inside the carbs control the petrol flow.. they may be stuck.

my 24 wouldnt start when i started to put it on the road, if your confident all carbs are clean and set up correctly and your getting fuel(as your using a bottle feed) then check reg/rec and all connectors concerning it, my 24 was an absolute ass until i noticed all electrics around the reg/rec were melted so i got a new reg/rec and sorted the wiring and relocated it to the rear of the bike and it started up first time no problems
