Oh and HART stands for Honda Active Riders Terminal so do they have some sort of official connection with Honda?

It seems so:
"in March 1972 Honda established the Safety Club Office within its Office of Safe Driving Promotion Operations. The main purpose of the club was to facilitate safe driving.
Today, the event has been taken over by HART (Honda Active Riders Terminal), changing its name to Bike World Suzuka. The group's objectives, however, remain the same."
http://world.honda.com/history/challeng ... xt/04.html
"HARTis a non-profit division of Honda MPE and conducts training for all levels of motorcyclists from beginner through to advanced, ATV and Off-Road, across a broad range of communities including the general public, private companies and government departments."
