No offence but your dyno guys dont sound to clued up on these bikes, it may run ok but its far from right. Being able to start with no choke is a big sign its not right and RVF carbs run the same jets all round

Aye. That is too rich and needs to be closer to 13/1 ratio and could possibly go higher still.
Just reading it again, so they made it even richer? red line - old. Blue line = new?
I'd not be amused to be honest as that is costing you in fuel and probably causing that stutter/roughness at the midrange.

With just a end can i use to set mine up as stock apart from,
110 jets all round
HRC slide springs
1mm washer under needle
You have FI needles so i cant advise there, but id start from the leanest setting and work down

But my question is, why does an RVF starting without choke indicate a problem?

it is because running too rich is a problem and a symptom of that is that you don't need a choke to start it.
So, if we never saw that graph, we'd be saying it is too rich as it starts with no choke.

LOL I was just in the process of pulling out my plugs and they're all tanned nicely. It starts no choke.
