There is a captive nut in the bottom of the damper, but it is round not hexagon.
With the damper out you should be able to grip the damper to clamp the nut in position, the threads should not be that tight if the bolt has started to turn.

Yer thats teh one i'm drilling out the cap head 8mm bolt in the bottom of the fork. I think that the threadlock is way tight and teh whole valve is spinning.
An NC is for life, not just for Christmas!

NO, not cap head bolt, captive nut.
The cap head bolt screws up into the round captive nut that is fitted in the bottom of the damper.
If the bolt is turning and the damper is still, then the nut is turning within the damper.
I had the same problem once, but it was tightening the bolt, so I was able to remove it and stake the round nut.

Sorted,
The whole valve was spinning in the cartridge, there was too much threadlock on the damper bolt or is was cross threaded and threadlock. Big sigh of relief and a can of larger to celebrate. now to re-valve it
