Interested to see how you get on with this one - certainly is cheap!
Personally, I'd hit it with some caustic prior to powder coating to remove the tat - I dare say it will come off in a jiffy.
From the listing:
"DEVELOPED FOR INCREASED STRENGTH WITHOUT COMPRIMISING ON WEIGHT"
I think what they meant to say was: Developed for decreased weight without compromising on strength

Is the steerer tube hole too small?

no the holes for the fork legs are huge. i have emailed him but i bought it using paypal so hopefully i can get my cash back.

this is where these problems suck because you have to sent it recorded, back at YOUR cost,
if hes a decent guy hell refund your postage costs too, but i doubt it judging on his reply,
