have you tried disconnecting the cable at the gearbox end and then attaching it to a drill and seeing if the speedo works?
Other than that, disconnected at the top end, attached at the bottom and seeing if the cable spins up when the bikes ridden? - this might not work cos of the inner cable riding up and not connecting at the bottom end. you could do it stationary if you get the back wheel off the ground though.
Or, matchstick in the speedo head and give it a quick spinny flick to see if it registers any speed?
If it is the speedo itself, i think the speedo is just the rotating magnet on the disk and tensioned by a spring type of arrangement, it could be that something is sticking in the speedo itself. I had one on a mini once that had a slightly bent spindle and would snap the cable when it got to 80. It could be something similar.
Can you get a cheap bicycle speedo? :D
