Rvf400 speed deristricter

Hi I've just got a Rvf400 and I've got a few extra bits in a folder including what I'm guessing is a speed deristricter,,,, it's a little black box with a three little hole connector on it, but I don't know where it goes or plugs in to I'm sure someone can help thank you
