So, have you swapped out the cable that goes to the starter? It REALLY sounds like the starter isn't getting enough current to make things happen.

Surely even a weak starter will spin when no resistance against the rotation?

With all the other crap you have swapped out, I would take a serious look at that cable. That vid really sounds like the starter isn't getting the required current. The fact that it is intermittent makes me suspect the wiring even more.

stick the bike in gear, push it forward with the clutch out, put it back in neutral, does it jam?

I'd put money on it being the battery.

I know you changed the battery not so long ago, but i recon its fucked.
Just because it reads ok on the meter don't mean its up to the job.
Have you took a reading of the battery when you're trying to start the bike?

16.84 volts at the battery is a problem in itself that needs to be investigated. As others have said , sounds like the battery is in need of charging and the wiring from the battery to the stater motor needs checking, both +ve and -ve paths. Low battery and high lead or starter relay resistance will cause the stater to stall , not jam.

With a charged battery, measure the voltage directly at the starter motor when you press the starter button. Should be the same as the voltage at the battery terminals. If not then you have a dud connection somewhere between the battery and the starter motor.
