Did you test the tap by attaching a tube and sucking to make sure it flows fuel? just a chance you put it back together wrong.

Check the plugs, are they wet? do they spark? i know youve changed them recently but it really doesnt take much to kill em.

Do the tap check first, if all seams ok - then do the spark check.

you need to check the diaphram is working , with the tank off the bike attach a small pipe to where the vac pipe connects to , turn the tap to ON or RES , no fuel should flow out of the tap till you suck on the little pipe , this little test should prove the tap works how it should and then you can move on to the next possible cause

fuel is going when vacuum is applied, i checked the plugs they spark.... this is so annoying.... the starter clutch brakes and now the bike wont start? wtf

ok so the bike is getting fuel, its getting a spark. but its still not even trying to start?

my next step would be to remove the carbs and remove the float bowls ONE AT A TIME and clean them out.
while each float bowl is off remove the pilot jet and check its not blocked, then do the same with the main jets and emulsion tubes.

put it all back together and try starting it again - remember it will take a litte longer to start than normal as the float bowls need to refill with fuel.

okay, i re checked the plugs.... there is no spark? i must have not looked carefully last time. there are no sparks on any of the plugs.... and for some strange reason when i crank the bike with no plugs, it just spins and spins.... like there is no compression. there is no *blug blug blug* its just straight spinning.... i dont remember it being like that before..

someone please help? i am going to go crazy in a second.. dis fucking bike, ever since i bought it, its been nothing but problems..... ive spent more time fixing this piece of shit than actually riding it.
