Good job and good question! In short, no, it is not really necessary. Check the O-ring for any wear or any visible damages before fitting it back. Before fitting use a small tip of new fresh oil and smear it on the O-ring before putting it all back together on the engine. If it then does leaks afterwards, then yes you still can renewal the O-ring. Simple job. Having already ordered new rocker cover gaskets (my rear is knackered) and new coolant drain washers (at about £2.75 each!) and even a new sump plug washer, I was going to skip on this inspection cover O-ring. A new sump plug washer is only 50p, I always replace it whenever I need to take the oil drain sump plug out.
