Change Email address locks out account

I changed my Email address for my user ID, and never received the confirmation Email. This resulted in locking out my account with a message to contact an administrator to correct. There was no way to contact an administrator without logging in.
Now that I created a new user ID, other than picking a random admin, I don't see who to reach out to. Any suggestions?
