Yes I have managed to fix the issue by installing the plugs. Mind it still starts and idles without the choke.

The carbs are meant to have the rubber bungs fitted for the idle circuit to work correctly. You need to increase your main jet size if you find improvements with them removed, due to race cans etc.
I proved this on the dyno. It will be hard to jet the bike at WOT with them removed.
