problems at quick full throttle

Does it do the same thing when you ar actually riding in gear.

in gear works like fuel ends.
I close the air filter by hand then it works perfectly but then i cant see 13K,14K+ rev.
Works better in hot weather.
More problems in cold weather
1/4 throttle no problem works perfectly
2/4 throttle no problem
3/4 shaking acceleration
4/4 shaking acceleration
(but i can see 15K+ revs)
float checked 20.5 air screw 2turn. i try 1.5 , 3,4 i try jet needle 1,2,3,4,5
i have #100 main jet. pilot jet:47.5
