help with gk76a timing

Hi guys,
I got a gk76a last summer after passing my license, used it for a few months then noticed it was burning a bit of oil so decided to have a look and see why. I found the valve clearances to be very tight and think that is why... anyway long story short, I've broken the engine down and rebuilt it and now it won't start. All I keep getting is a pop in the exhaust and in the carbs. So I'm guessing the timing is off. Anyone know how I can check if the timing is correct or has been played with as I've set the timing using the 20 links etc...
Any help will be much appreciated, I'm at the end of my tether with this bike now...
