Do a serach in the forum for carb orings and you will find tons of info. I got mine from forum member Variablevalves suck. Litetek is another option http://litetek.co/Carb_Kit_Suzuki_GSXR400_GK76A.html.

Bike specs please? Standard? Modified? Exhaust? Filter? Air box mods? Cdi mods? Jet sizes? Needle clip height?

It will never be below 10.000 rpm if raced so id forget about the flat spot.

I sold everything and been working flat out for my new bike arriving soon. How you keeping VVS? it has been a while!

I've never had and never left any bike race or not with s flat spot
I know I ask a lot of questions but it helps me give answers.

Haha, you got another 400?

That bike will never be at 6/7000 rpm on any track if raced.
Probably sat well on the needles at that point, needle jet/needles could be oval, worth a look.

Haha no gone and bought a 1299s I've asked for May delivery.
I would say you could be right with ovaled emulsion tubes. Do you know if it's got standard air filter or jet adjustments?
