Clean your carbs it's sounds like the main jets might be a bit dirty.
More than this we'd need to know which model bike you have - you have twin round headlights, do you have air intakes ? are these above or below the headlights ?
Yes above = 3EN1
Yes below = 3en2
No = genesis or 2TK (2tk has a single seat)

Well, when you find the people who know so much, let us know where they are
Right then
You have a 1988, FZR400R 3EN1 EXUP
Put an air filter it in !!! you can use a standard one (they're the same as an FZR600 3HE) or use a K+N. The K+N may cost more, it wount give you any more power but it's washable so over time you save some money. Because the air filter is missing the carbs will need cleaning.
So what kind of tools do you have and is there anybody who can help you if you get stuck ? It's not a difficult job though and the bike runs to begin with ... I mean what can possibly go wrong

From your other thread -
those 3 things are the jets. get a big sheet of white paper to work on (so you can see anything you drop). Work on one carb at a time. Take the top off the carb (theres a spring under it) and get some carb cleaner spray in there, get all the crap out, if you see a little hole spray down it.
Carefully take one jet out at a time - with a screw driver that fits and look through it, thenspray through it and then spray again.
Bosh it together move to the next

Look at the CDI, it's in the tail somewhere it should be marked 3en1.
Or you have 285mm dia disks with 4 pot calipers, 38mm dia forks, your clip-ons are above the top yoke, the swingarm is braced, the tail plastics finish under the riders seat ..... or look here http://www.madsi.co.uk/models.aspx
When you turn on the ignition do you hear a weeep, weeep noise ?

fetch it round here i can do it with my eyes shut now
get some carb cleaner with a straw to blast it through the small holes which are everywhere as well as air line if you can , bench sync the fuel heights (this is ultra important as i found out recently ) inspect diaphragms very closely for small pin holes . take out the floats and needle valve seats also and blast the fuel routes out with air line as well as cleaner . finally my pilots are 3 and a quarter turns out each and the main needles have been dropped 1 notch due to it having an open can and it was running way to rich when at full chat ...
standard pilots should be 3 and a half turns out +or- half a turn ..
might be a good idea to check the valve clearance while you having a day of it.

Re: splutters wen i open throttel fzr400 1wg
The can will make very little difference. At low revs (up to 8000) the exup regulates the exhaust size to run at optimum for the engine. Above that the exup is the pinch point in the exhaust so all the can does is make it louder, which is nice enough as long as it's MOT-able.
I think your bike is running lean, from not having an air filter, then a little bit more lean due to the can. After that the carbs are probably dirty from no air filter, so basically the mixture's all to cock. Put a filter in and clean the carbs and you'll probably find it comes back to something a bit more usable. After that the carbs should be balanced.
I'd recomend you service the bike with a change of oil and coolant, oil and fuel filters, and put a new set of spark plugs in.
