Bottom Rad wiring

Hi everyone.

Just in the process of tidying up the wiring which at some point would have been attached to my lower radiator/fan. It had been very badly "bodged" by the bikes previous owner, and I am trying to make sense of what best to do. This bike is a track bike.

I've fitted a Radtec lower radiator, so I am now left with the two wires (blue/black and green), which if I am right in saying would have been attached to the fan (which is no longer fitted). I am hoping just to cap these off and cover with some tape.

I also have a black wire coming off the front Cylinder (Im assuming this is an earth), but its not attached to anything. I discovered it when peeling back some insulation tape on the other two wires. Where would this earth normally be wired to??
