Advice needed: carb issue? Gas issue?

Hey all. For some of you, you may already be aware of the issues my bike has been having, with just running horribly, and issues with the carbs overall. Sputtering, surging on open throttle, high revs at standstill, and slow to find the resting rpm state.

Current situation:
I pulled the carbs, removed the jets and made sure jets weren’t clogged. I did a bench synch on the carbs and reinstalled them. Started the bike up, and it was running okay for about 15-20 miles till the tank went empty. This was nice, it was acceptable and I was happy for now.

At this point, I refilled the tank and went home. The next morning, I took the bike out, went about another 10 miles or so, and by this point, I started to notice the same issue reoccurring, getting progressively worse over the next 5 miles.
Mostly in half to wide open throttle, around highway speeds.
Now by this point, the bike is back to its old self, sputtering and surging during open throttle, again getting worse after each mile.

So basically, I’m left wondering if shitty gas could be the culprit? It’s hard for me to believe that the carbs could still be the issue, but am open to suggestions since I’m no expert.
Although I haven’t been in S Korea for long, it is my understanding that the gas quality here can be somewhat poor, giving way to lots of carbon buildup in the carbs and black carbon buildup in the exhaust quickly. It just seems weird that after only 15 miles after a refill at a no name gas station, it would all start to go awry again. I don’t know. Maybe I’m just grasping at straws here.

As for my next steps, I’m thinking of removing the gas in the gas tank, and any remaining gas in the float bowls, filling the bike up with a gallon of premium and seeing how it likes that.
Anyone have any other suggestions?

Running the fuel low like that can stir up crap (water, rust) and it can end up in the carb. I would suggest taking the petcock off and see what has collected around the filter...and you may have a hole in the filter. I did experienced bad gas in northern Canada once, the gas was opaque and obviously had water in it.

I'd say more than likely bad gas if it was just after a refill but as said running tank dry will pull all crap/water through too...check fuel tap/and filter...also vacuum pipe to...
