Balancing carbs
Happy New Year all
Quick question about carb balancing on my NC29. Do the pipes connecting the spigots on the cylinder head carb mounts and the gauges have to be the same length?

As long as the hoses are all a similar length, it doesn't really matter but you will get a more accurate result if they are the same. From experience, if the carbs are worn, then you will find that you will never get them all exactly the same. The critical thing (especially if you are using a carbtune) is that the inline restictors are fitted in the hoses and are all at the carb end of the hose and not the gauge end.

when balancing the carbs, What should the vacuum gauges be at regarding PSI etc

It doesn't matter, all you are aiming for is to get them all the same. the actual value will change as you make adjustments but don't worry about this
