Ive seen about half this amount of material cut out of a standard NC30 top yoke before which looked alright and still safe. But i have just seen the lightened yoke below on ebay and wondered if it would be strong enough and safe with all that material cut out??? I think it would look quite cool with a little less material removed!!
The main problem with that one is that it is only cast aluminium, it is not as strong as rolled billet that after market yokes are machined from. It also doesnt have any triangulation between the stem/head stock area to the fork legs which is where most of the force will be when you are braking although more of the force goes through the bottom yoke.
I have made a few top yokes that have the cut outs in the top and as long as you design them right and use the correct materials it shouldnt be a problem.
