Whats the difference of pilot initial opening and final adjustment- add both together?
Why here always a screw opening of 2 is preferd- OEM Honda manual says 2.25.
for the 91 M Model Uk/France model even 2 initial opening + 1 final= total 3 turns out!!!
austrian germany 91 M- Model 2+0.5 = 2,5 Turns out
Are there so many different carb settings for countries and even productiondates?

i believe its for optimum performance...and thats what people have found to give the bike that little bit more. keep in mind bike manufacturers make settings to cater for the 'average rider' thus to include as many people in their target market as possible (though not always the case) with that said you'll find that there are a few things you can tweak on a factory bike - to personal preference - that will increase how the bike performs for you, i think this is one of those things
more or less it's an 'its not bad but its not great' sort of situation and you can do things personally to slide it towards the great end of the scale

The UK NC30 RL initial setting is 2T out, 1/4 T final setting.
Initial pilot setting starts off with the same for each carb. e.g. 2t
Depending on model, all screws are then either slowly turned out, or in 1/2 t increments until the revs cease to increase, then turned back 1 at a time until revs drop by 50rpm.
Final setting is then to turn each out the number of turns stated for final setting, e.g. 1/4 .
Then adjust the other 3 carbs the same.
That final position may well be close to the initial , but vary + or - 1/4 T
An accurate rev counter is needed to read the small variations.

forgive my ignorance but is that the same as carb balancing or should i say is that carb balancing

No, balance is setting the slide or butterfly to the same opening to allow the same volume of air to pass for each carb.
Vacuum gauges can measure this accurately, but a feeler gauge or thin rod can be used to get them close.

I go by my Honda official workshop manual for UK NC30 RL and RM, and the common service manual 61CM000C.

arsey30 has described the setting procedure.
You have to screw the pilot screws back into the carbs until the revs drop by circa 50rpm (you either need a good tacho (biek one isnt sensitive enough) or a really good feel for the engine) then turn them out by the final screw setting.
So if you turn them back in 3/4 of a turn then out a turn it is only out by 1/4.. comprende?

2. Also if I start with the initial setting of 2T out on all the carbs then I start turning the pilot screw out on one carb until maximum rpm is reached then move to the next carb OR do I go around adjusting all 4 bit by bit till max rpm round robbin style?
3. What should I set my idle speed to before beggining the pilot screw tuning?
