I'm sure this question gets asked constantly, so I apologize in advance...
I'm riding an NC30 that's unrestricted, and I'm restricted for another (long, long, very long) 23 months. I know chances are slim of ever being found out, but to be honest I've heard the bike still pulls fine even when restricted - so long as it's still nippy then I don't mind! Anyway, fuck paying around £150 - £200 for a few washers and a piece of paper, the law states "33bhp" and not "restricted by FI International fitters" etc.
What's the difference (performance and feel wise) between carb washers and a throttle stop. I know obviously the throttle stop will just be like halving the throttle's travel. Would carb washers bog the bike down when highly revved or make it a pain to ride? Throttle body seems more convenient and like it would affect the bike less, plus it seems easier.
Also, the throttle stop/pin - does that go in the actual throttle housing, or somewhere round the carbs? And finally, where the hell can you find a throttle stop kit, or is it a not-too-hard DIY jobby?

I would recommend going for the washers because you'll still have access to most of the rev range. I used to worry about the same thing with the bike 'bogging' down, but its no big deal. You're still moving, just not as fast as a derestricted bike.
I tried searching for a throttle stop for the NC30 and couldn't find any. All I found was ways of modding the standard throttle housing and that involved drilling a hole and putting a pin through it.
If you use the throttle stop, you'd still have to get it dyno'd as half throttle doesnt exactly mean 33bhp. You'd have to find where 33bhp is.

I'd get it done, mate. The cost IS high considering it's just four washers, but what'll the cost be if you get pulled over and stripped of your licence?
I was pulled the day after I passed my test because I'd taken off the L plates, and another time because the brake lights were a bit dim- both times I was riding absolutely fine. All it takes is one copper who knows a bit and you'll be royally screwed.
I've got about 13 months to go on mine, and although it seems a long wait, it gives you time to get totally comfortable with the bike and them bam! A little power boost after 2 years. It'll still get to and maintain the speed limit very easily.

33bhp Restriction
Ok I had my cbr400 nc23 restricted and it was nice to ride never been on it with out the restrictions
After about a year I bought my self a cbr600 rr 2005 and got that restricted as well
Well let me say that my nc23 was far better than my 600
Faster pulling off, top speed and rev range.
All the nc23 has is 4 washers
My 600 had 4 washers and a throttle stopper or limiter , couldn't pull the throttle right back.
For the sake of your insurance and licence get it 33bhp. Like u said u only have 23 months left. If u bought the bike just to race it and trash it shame on u coz 400 r lovely bikes and even with the 33bhp kit the bike still has plenty of power so do the right thing :)

I had mine restricted for 2 years and it was still impressive to ride, and became a whole different animal when I took em out!! I'd use the washers (for reasons stated) and use the 23months to gain experience/ confidence!!
By the way- I still have my restrictors - yours for £35! :)
Fitting a a doddle too... And the law states u only need proof if ur pulled up on it, so all u gotta do is a dyno run with the restrictors fitted.
