Reg Rec Short????

Hi guys
having an annoying electrical problem
riding home from the pub (completely sober i might add) over taking some slower traffic when my bike dies lights engine everything fortunately wasnt too far from home so i could push it back.
anyway got it home had a quick look at the fuses found my main fuse had blown battery had plenty of charge so i figured shorting out on the frame somewhere.
next day got a new fuse ignition off put it in straight away blown again. so that narrows it down to the reg/rec
or associated wiring so i checked all the wires all seem ok and then with a 9v battery and a lighty pokey thing (basically a screw driver with a light filement in it) set about finding the short.
it seems that the reg rec is earthing from the red/white wire down the green to its frame earth, is that supposed to happen??
if not does this mean i need a new reg rec
if it is supposed to happen i havent a clue where the short is, any help greatly appreciated
