carb problems

hi all having some carb problems, just rebuilt the bike well new head gaskets anyway and just tryed to start it and it really struggled but did start and sounded abit rough, but petrol is leaking out from the carb over flow why is this?

Float valve(s) not sealing / float height(s) incorrect
