Mines a bugger, if I don't close the choke at exactly the right time it runs rough, stops and then won't restart for ages.
It has an akropovic sticker on it so was wondering if it had been jetted for a race can, and then had the standard fitted before it was advertised for sale.
Other than the flooding it goes bloody well!

Don't use the choke then?? I have no choke on my road bike and use a sniff of throttle and it catches,
To answer the original Q - yes, they can be flooded and the plugs killed very easily...and plugs are not cheap..

is the exhaust held in place with springs where it joints to the exhast pipes?
if not does it just slip on? there is a big thread on hear about then so if you put up a pic someone will be able to identfy.
TBH most people are afraid of carbs so never re-jet them and all that crap on sites about not needing to re-jet is a load of

Do NC30's flood easily, yes and no, more a case of learning the knack to start them.
from cold = full choke, DO NOT TOUCH THE THROTTLE and hit the starter for a few seconds, it should catch and fire. leave it burbling away for a few seconds even before you try to rev it. once a bit warm the choke can be released as needed slowly.
from warm = rare you should need any choke but might need more revs, but again DONT BE TEMPTED TO OPEN THE THROTTLE WHILE TURNING IT OVER
Once flooded, remove rear plugs and clean and dry and refit, before praying you get it right next time and the front catch and clear. if not then buy the proper honda tool to make getting the front plugs out a doddle. or go buy some plasters cos your about to get NC30 rash across your knuckles by attempting to remove the plugs using a 13mm deep socket and aptly named knuckle bar
