NC30 throttle issue- carbs

Hi guys, hoping someone can shed some light on what i need to do to resolve a problem with my carbs, the throttle seems to be really stiff and takes a long time to return to zero. I've currently got the carbs off the bike and throttle cables disconnected so it's not a problem with them, it seems to be the carbs themselves. This is a lot worse with the throttle cables attatched and trying it as if running bike. From outside view, nothing seems to be caked in muck etc but i'd rather get your opinions before taking them apart as i don't have a clue where to start troubleshooting
I've taken a video of the problem, and also tried to include a view of how loose the 4 return spring are (they seem very loose to me but maybe normal?)
