The stacks are very different. In the VFR, you have four identical ones with a bend in them, and they all point roughly (or exactly?) upwards. On the RVF, they are straight, so they sit at an angle. Two are quite short, and two are much longer. I think the HRC kit has two short stacks in it so that you effectively have the same length stack on each carb. I wonder if this is related to 30s usually running different jets front and rear, and the 35 running the same? Clearly the properties of the stacks have an effect on the standard jet choices from the factory. I assume that for racing, having the stacks the same size is more beneficial to ultimate power production, but the difference on a road based bike has some benefit relevant to riding on the road? it is not bolt on power at all and the RVF and VFR carbs are not very closely related.
It is due to frequencies - the bike breathes in and has pos/neg pressures in the inlets - shorter stacks have a sweet spot at higher revs.
It is the same as exhausts - they are a tuned length for a reason and with higher revs you need a shorter exhaust - generally.
HRC kit was the kit to have and if you can get a full set, a blueprinted motor and some skills - you can win with it.
It is not something to aspire to for a road bike with 55-60bhp. No point at all. You'll never get 80bhp without spanking some big big cash...

Many people cut the standard stacks down and restrict the air jet in other ways, and describe them as 'hrc [style] carbs'. It's an easy way to describe the style of carb mods. Restricting the air jet only applies if you run no airbox and air filter, don't do this on a roadbike!
For an rvf the cheap option is just to remove the 2 taller stacks and replace them with 2 short ones (Rick O sells them), simple. Though carbon would look cool (only when you happen to see them!).
