There are painters who could sort de-lamination but who and where I don't know. I can't say what to do but all I would try is lightly roughing back with some wet and dry but this depends on the paint finish. No good making it worse I suppose. The best laquer I have found in a spraycan is Spraymax as its 2k in a can but its dangerous stuff so where a proper mask with filters. Once opened and mixed it will only last 24 hours. Done right, its hard and glossy very petrol resistant. Halfords stuff is only petrol resistant up to a point. I have seen it fail on a decent spray job and its not recommended on white paint as it turns it yellow.
